Code of Silence is now 24 years old the film follows Sgt Eddie Cusack (Chuck Norris) a tough honest Chicago cop in plainclothes who is about to arrest members of the Comacho gang in a sting operation but goes terribly wrong when the gang is shot up by a rival gang from the neighboring building, led by Tony Luna (Mike Genovese). Close by in an apartment building two plainclothes ed police officers are walking down a hallway when an apartment door opens and a teenage boy walks out into the hallway only to be shot by the officer in front Cragie (Ralph Foody), he then proceeds to plant a gun on the boy which is witnessed by his partner Nick Kopalas (Joe Guzaldo) who reluctantly backs his partner up with his story when Cusack arrives at the scene. Victor Comacho (Ron Henriquez) is the only survivor of the Comacho gang left alive after the attack and is taken to hospital and then released. The head of the Comacho gang Luis Comacho (Henry Silva) along with his younger brother Victor visit their dead brothers in the morg and vows vengeance against the ones responsible for there deaths. Kopalas is partnered with Cusack while Craigie awaits a civilian review board over the shooting of the boy, meanwhile Luna´s family is executed by the Comacho gang except for one daughter Diana Luna (Molly Hagan) who doesn’t exactly like what her father does. Cusack manages to save her and gives her some protection but while testifying against Craigie in front of the review board Diana Luna is kidnapped by the Comacho gang and held hostage forcing Cusack´s hand. Cusack must go after her alone because he broke the code of silence testifying against another police officer. In the film’s climax Norris teams with a more than menacing crime fighting robot named Prowler to take down the Comacho gang and rescue the girl.
